Small Underwear for Toddlers and Babies

Are you searching for small toddler underwear? I know how challenging it can be to find small underwear for toddlers who:

  • are small for their age;
  • potty train before two-years-old;
  • are elimination communication graduates; or
  • complete Montessori toilet learning at a young age.

Babies practicing elimination communication may even be ready to start wearing underwear, for at least part of the day, at around 6-months-old.

I am here to help you in your search for extra small toddler underwear starting from 12 months or 18 months sizes or teeny tiny baby underwear. If you feel that your baby or toddler is ready to move on from diapers or training pants to panties or boxers, don't let the limited options hold you back. Below you can find the smallest toddler underwear for boys and girls as well as underwear for babies practicing elimination communication.

Our Search for Small Toddler Underwear

I started practicing elimination communication with my son when he was one-month-old and he switched from wearing cloth diapers to cloth training pants at 12-months-old. He is small for his age, and I knew that when the time came it would be difficult to find underwear that fit.

While traveling in Asia, I checked every super market, department store, and baby store for small underwear. Practicing EC and potty training before three-years-old is more common in Asia, so it is easier to find small potties and undies. Even so, I only found a couple places to buy itty bitty underwear. In Thailand I found Winnie the Pooh underwear at Tesco Lotus that fit my 20 pound 19-month-old. In Japan I found super cute briefs at Muji in size 90cm that fit him well and are high quality (pictured above). There are now some Muji stores in the USA, but at least the online store does not offer the smaller sizes of underwear. I wish we had purchased more than two pairs!

Once my son turned 24-months-old, and our traveling lifestyle settled down, we made the switch from cloth training pants to real underwear. We have tried most of the brands listed below.

Underwear Fabric: 100% organic cotton

City Threads offers high quality cotton or organic cotton underwear made in the USA, starting from size 2T. They previously offered size 18-24M underwear, but now they have cotton training pants starting from size 12-18M. The organic City Threads briefs were my favorite for my son. They also offer boxers and various styles of girls underwear. 

Grovia Unders Unisex Underwear

Sizes from: 2T (Which runs very small. They fit my baby!)

Fabric: 100% Cotton

Grovia offers super cute cotton boxers that can be worn by girls or boys. There are also matching tank tops! These are perfect for elimination communication graduates.


Burt's Bees Underwear

Sizes from: 2T/3T

Fabric: Organic Cotton

Burt's Bees previously offered the best organic cotton boxers starting from size 12-months, but they have been discontinued. Now Burt's Bees offers boy and girls underwear from size 2T/3T. 

The EC Store Undies by Under the Nile

Sizes from: 1; Waist 14-20 in; Thigh 10 in; Low-rise 10".

Fabric: Organic Cotton

The EC Store undies are made in Egypt by Under the Nile. The high-cut design probably works best on girls.

H&M Underwear

Sizes from: 1.5-2yrs

Fabric: 95% Cotton, 5% Spandex

H&M offers kids underwear starting from size 1.5-2yrs, in both regular and organic cotton. We bought a bunch of boxer briefs in size 1.5-2yrs for our petite son and they finally fit once he was 3yrs. They are now his favorite underwear.

Joe Boxer toddler underwear start from size 2T, but run very small. They are available from Kmart.

    I am trying to find panties for a little girl with a tiny waist. She’s going to be 3 but she can still wear 9_12 mos. Any larger falls off.

      I have a tiny 2 yr old daughter that wears the same size pants (heck we still have 6m pants that fit ?) and we actually found that the 2T size of whatever brand Target/Walmart carries fits just fine! A little baggy but they stay up fine 🙂

    I found that the cheaper walmart undies – handcraft is the brand – fits my very small son. He is 2.3, and weighs 23lbs. He wears 12month bottoms, but the 2T briefs when washed and dried hot fit great.
    The price was great too – I was able to buy 14 pairs for just a bit more than 3 pairs of the burts bees ones.

    My daughter was born with rare condition od dwarfism syndrome so she’s really small in size .
    She’s 2,5 years old 7 kg ( 15,43 lb ) and 66 cm ( 25,98″) her waist size is 16 cm (6,30″) I’m having a problem with underwear . Could you please tell me where I can get such a small size girls knickers please .

      Hi Issi,
      I think all of the brands I mentioned above would be too large for your daughter. If you live in the UK, you could try looking at Sainsbury’s, Tesco, John Lewis, Asda or Primark. Or you could use a diaper/nappy cover without the diaper underneath.

    I am very excited to find your site. My 3.5 year old granddaughter weighs 26 pounds. She is pitty trainined but because she has so little padding on her little butt her mom likes her to have quilted training pants. Can you recommend where I might find them Everything I have found is huge and falls down When I lived in Germany many years ago I was able to purchase regular underpants for my own daughter who was not quite as tiny. They were terry cloth and fit her well. So question 2 is donyou know wear I could purchase those to fit my granddaughter. Some size 2 undies fit my granddaughter but the terry cloth was more substantial than the thin cotton undies sold in stores today.

    I ordered some tiny undies for my 14 month old daughter. they are super cute, and comfortable but they really dont hold much fluid and I have to end up changing her pants anyways, which kind of defeats the purpose of training underwear. Sad, because I like the company and want to support them.

      Hi Sara,
      I’m sorry that the Tiny Trainers didn’t work for your daughter. Since they are not waterproof, it’s best to pair them with a waterproof cover if you would like your child to wear them under clothing. Tiny Undies offers Tiny-Ups that are pull-on waterproof covers meant to go over their trainers or underwear. I like to pair wool shorts over Tiny Trainers, for waterproof protection.

      And just to clarify, the regular Tiny Undies are not meant to absorb pee. It’s only the Tiny Trainers that have padding. You can find them on our list of Elimination Communication Training Pants.
